Linked to Vision 2030 | CPL Workplan | CPL Budget Plan
▶ Project Description
The CPL Initiative is a statewide effort led by the California Community Colleges Chancellor's Office to expand Credit for Prior Learning opportunities for veterans, working adults, and apprentices across all 116 colleges. Aligned with Vision 2030, the initiative builds AI-enhanced infrastructure, faculty-led credit recommendations, student-centered data systems, and strategic partnerships to ensure prior learning is recognized and applied toward degree completion and career advancement. The initiative has served over 43,000 students, transcribed 97,000+ units, and established the foundation for a permanent statewide CPL service.
Formula:Count of articulation rows across all colleges (each row = one college-to-course articulation).
Assumptions:Each row represents a distinct (Exhibit, College, Course) mapping.
Caveats:Known issue: the raw export contains some duplicates, so the CR count can exceed the implied product of exhibits × colleges. The underlying MAP Articulation Analysis section also inherits these duplicates.
Formula:Distinct count of colleges that have adopted at least one exhibit whose Collaborative Type contains 'CCC'.
Assumptions:Adoption = a row exists where the college articulates a CCC Collaborative exhibit to a local course.
Caveats:Counts adopting colleges only, not colleges that created collaborative exhibits.

Active Colleges
of 116 system colleges
Leading Colleges (meeting at least 3 of 5 criteria)14
Advancing Colleges (active, building capacity)83
Inactive Colleges (<10 students and 0 units)18
1. Student Volume ≥ 500
2. Eligible Units ≥ 3,000
3. Avg Eligible Units/Student ≥ 5
4. Transcription Rate ≥ 25%
5. Avg Transcribed Units/Student ≥ 3
How this is calculated
Source:CCCCO MAP CPL Dashboard (tier classification computed by the Cloudflare worker).
Formula:Leading + Advancing tiers. A college is Leading if it meets ≥3 of 5 criteria, Advancing if 1-2, Inactive otherwise.
Assumptions:Criteria: Students ≥ 500; Units ≥ 3000; Avg Units/Student ≥ 5; Transcription Rate ≥ 25%; Avg Transcribed/Student ≥ 3.
Caveats:Thresholds live in cloudflare-worker-proxy.js (lines 184-188). Editing the KPI_Config sheet updates this description but does NOT automatically redeploy the worker.
Formula:Live value pull. CCCCO computes savings using the Beacon Economics per-unit factor (≈ $1420/unit).
Assumptions:Per-population breakdowns (Military/Workforce/Apprentice) are proportional splits by eligible-unit share, not independent calculations.
Caveats:BEACON_PER_UNIT_SAVINGS is a reference value; the actual savings math happens at CCCCO.

How this is calculated
Source:Excel project 4.1a KPI metric, augmented with live military data from the CCCCO scrape.
Formula:Base count from project 4.1a. JST Credits = military students (from cumulative_students breakdowns). Eligible CPL = military eligible units (from eligible_units breakdowns).
Assumptions:Goal for JST Credits = 30,000 at Veteran Star Colleges.
Caveats:Headline value (e.g. 47) is number of colleges participating, not students served.

20-YEAR IMPACT
Source: MAP CPL Dashboard
Military$605M
Workforce/Other$572M
Apprentice$36M
How this is calculated
Source:CCCCO MAP CPL Dashboard (live scrape).
Formula:Direct pull of the 20-YEAR IMPACT metric. CCCCO applies a 4.0x multiplier to one-year impact.
Assumptions:Beacon Economics long-term earnings model; breakdowns by population are proportional splits.
Caveats:The multiplier lives on the CCCCO side — changing TWENTY_YEAR_MULTIPLIER here is for documentation only.
Source:kpi_history.json — one snapshot appended per day (idempotent; same-day runs overwrite).
Formula:For each metric, render: today's value, deltas at 1d/7d/30d/QTD/1yr, and a 30-day sparkline.
Assumptions:QTD resets at the start of each academic quarter (Jul/Oct/Jan/Apr). Deltas are % for volumetric metrics and absolute counts for Active Colleges, MAP Exhibits, CCC Collaborative, Articulating Colleges, and Star Colleges.
Caveats:A dash (—) means no historical value exists yet for that period; tracking begins the first time the pipeline ran. Sparklines need 2+ snapshots to render.
Formula:Same 3-of-5 criteria as Active Colleges. Leading (≥3 met), Advancing (1-2 met), Inactive (<10 students and 0 units). Tiers sorted by criteria met desc, then by students desc.
Assumptions:Criteria: Students ≥ 500; Units ≥ 3000; Avg Units/Student ≥ 5; Transcription Rate ≥ 25%; Avg Transcribed/Student ≥ 3.
Caveats:⭐ indicates MAP Star College status (at least one criterion met). JST column derives from View_StudentAggregatedValues rows where Military Credits > 0.

How this is calculated
Source:View_ArticulatedMAPExhibits.
Formula:Group by Mode of Learning code (S/I/A/H/N/M/O/G/P/J). Count exhibits, rows, colleges.
Assumptions:Mode taxonomy defined by CCCCO; each exhibit carries one MoL code.
Caveats:Codes with very low counts (e.g. Justice-involved learning) reflect limited adoption, not missing data.

How this is calculated
Source:View_ArticulatedMAPExhibits.
Formula:Group rows by ExhibitID, sum credit recommendations across all colleges, sort desc, take top 50.
Assumptions:Ranking = total articulation count statewide.
Caveats:Ties broken by exhibit ID order. Counts reflect raw row counts and can include the known duplicate inflation.
